California Ocean Protection Council Proposes Ban on Polystyrene Food Containers, Fees for Plastic Bag Use
Surfrider Foundation submitted testimony at the October 20, 2008 meeting of the Ocean Protection Council ("OPC") in support of the Council's Implementation Strategy to Reduce Ocean Litter. In addition to supporting the OPC's recommendations of extended producer responsibility, plastic bag and polystyrene regulation, and fees on commonly littered items such as cigarette butts, Surfrider called for a more detailed timeline for implementation.
Specifically, the California OPC proposed banning polystyrene take-out containers and plastic bag use fees as part of a strategy to reduce ocean litter. Following the OPC's historic resolution last year to eliminate marine debris, the strategy includes public comments gathered during the last three months and calls for plastic manufacturers to recover and dispose of their products and for product user fees to be assessed.
